About
An operational design practice for complex human systems.
Iterum designs the workflows, definitions, decision support, and governance that make programs work in the field.
Operating Principles
How the practice works
Systems, not deliverables
Build durable workflows, governed data, and repeatable practice.
Ground in the actual work
Start with front-line conditions, real caseloads, and edge cases.
Institutional memory over individual heroics
Keep operational knowledge with the organization, not one person.
Automate what has already proven durable
Stabilize the process before encoding it in technology.

Founder
Maurice Cloutier
Maurice brings more than two decades of operating experience across behavioral health, housing, homelessness, Medicaid, crisis response, and public systems—including director-level statewide Medicaid community care coordination.
His work connects policy intent with staffing, documentation, referral handoffs and the decisions people must make in the field. Cross-sector implementation, nonprofit / Continuum of Care participation and lived experience of homelessness inform that perspective—particularly the gap between placement and stabilization.
The practice focuses on tracing a breakdown, testing causes and producing usable workflows, training or decision-support tools. It does not substitute for clinical practice, legal advice or expertise outside these operational domains.
These are prior professional experiences, not Iterum client engagements or former employer endorsements. Historical organizational outcomes are not claimed without verification and appropriate permission.
Speaking & field work
Nevada Statewide Homelessness Conference: “The Keys Are Not the Finish Line: Housing Stabilization After Placement.” The work examines practical transition skills, support and the operating structure after housing placement.
